The State Health Benefits Program (SHBP) has designated October 2, 2017 to October 31, 2017 as the annual Open Enrollment period for the State Health Benefits Program and New Jersey Tax$ave program.

This is your annual opportunity to assess your benefits needs and revise your health, prescription drug, dental, and pre-tax flexible spending accounts selections.  The deadline for submission of all plan changes is October 31, 2017.  All changes made during Open Enrollment will be effective on January 1, 2018.

If you do not anticipate making any changes to your medical, dental, or prescription plan coverage options during the open enrollment period, then no action is required on your part to maintain your coverage during Open Enrollment. However, be advised that if you are enrolled in any Flexible Spending Accounts and wish to maintain that benefit for 2018, then re-enrollment must be completed during Open Enrollment. Health and Prescription Drug Plans and Rates

Rutgers employees will continue to be able to participate in both Aetna and Horizon Blue Cross Blue Shield of New Jersey health care plans through participation in the SHBP.  Please see the chart below for a summary of continuing plans. Additionally, the SHBP Medical Plan and Prescription Drug Plan Comparison guide provides an informative side-by-side comparison of all major plan features, such as copays and deductibles.  This chart will be updated if necessary once the State provides information for Plan Year 2018.  For a listing of the participating physicians in each provider’s network, visit the Aetna SHBP Homepage, or the Horizon NJ DIRECT SHBP Homepage.

Both the Aetna Liberty and Horizon OMNIA plans will again be available as health plan options.  As an incentive for a two-year committment of enrollment in one of these Tiered Network Plans, the State will provide one pre-paid Visa gift card per active employee who enrolls for calendar years 2018 and 2019 during the Open Enrollment period.  The incentive is equal to $1,000 for Single coverage, $1,250 for Employee-Spouse or Employee-Child(ren) coverage, and $2,000 for Family coverage.  This gift card is considered taxable income and the State plans to issue these in the first Quarter of 2018.  Please note that this incentive is only for individuals that change to one of the Tiered Network Plans during Open Enrollment.  Employees who currently are enrolled in one of these plans are not eligible for the incentive.

No other changes to the State Health Benefits Program for medical plans have been made for 2018.

Prescription Plan

Effective January 1, 2018, the new vendor for the State's prescription plan will be OptumRx.  You may continue to use your current prescription identification card and refill your prescription drugs using the same claim forms through December 31, 2017.  Representatives from OptumRx will be at each of the Open Enrollment Benefits Fairs to answer any questions or concerns you may have.

Dental Plans

There will be no plan changes to the dental plan options offered under the SHBP.

Important Exception: Employees who began enrollment in a SHBP dental plan after January 1, 2017 will not be permitted to change dental plans during this Open Enrollment. Employees must remain enrolled in a dental plan for a minimum of 12 months before they are allowed to change plans.

Tax$ave Plans – Section 125 Flexible Spending Accounts

You can enroll in a flexible spending account program (Tax$ave) to save money on your taxes by paying for eligible healthcare and dependent care expenses with pre-tax dollars. The program, provided for under Section 125 of the Internal Revenue Code, consists of a Premium Option Plan (allows your health insurance premiums to be deducted on a pre-tax basis), Unreimbursed Medical Flexible Spending Account (annual limit of $2,500), and a Dependent Care Flexible Spending Account (annual limit of $5,000). 

The Tax$ave plans do not renew automatically; therefore, you must enroll or reenroll during the Open Enrollment period to participate in the Section125 Flexible Spending Accounts in 2018. If you do not reenroll in the Tax$ave plans during the Open Enrollment period, you will not have access to this benefit in the coming year, regardless of your enrollment status in the previous year.

“Working for U” Benefits Fairs

In order to serve our growing Rutgers community, the University Human Resources (UHR) Benefits unit is hosting a series of Open Enrollment Benefits Fairs for employees to become acquainted with the services and programs available to them.

SHBP Wellness Program

Beginning with the 2014 plan year, the SHBP launched NJWELL – a new wellness program designed to help employees live healthier lifestyles. NJWELL is open to employees who are enrolled in the SHBP. Spouses and eligible partners can also participate, as long as they are covered by the SHBP plan.

Through NJWELL, employees receive incentives for participating in simple screenings, health assessments, and participating in other wellness and healthy lifestyle activities. And since healthier individuals typically require less-costly health care, the NJWELL program can help the SHBP contain health care costs and pass those savings on to you, through lower premium rates in the future.
